OVERALL PROJECT SCOPE
An application was filed with the Federal Energy Regulatory Commission (FERC) to build and operate s offshore natural gas transmission line in the Gulf of Mexico with a capacity of 1.1 billion cubic feet per day to serve the growing energy needs of the State of Florida.
The 744-mile system originates near Mobile, AL and crosses the Gulf of Mexico with more than 400 miles of 36-inch diameter pipeline to Manatee County, FL. In Florida, 292 miles of main line and laterals, ranging in diameter from 36 inches to 16 inches, delivers environmentally preferred natural gas to fuel new electric generation capacity throughout the state.
This system resulted in a pipeline route which sought the least environmental impact while still meeting the needs of the customers and markets.
The cooperative sharing of data enabled this line to avoid known sensitive habitats and develop field survey protocols used in identifying and avoiding sensitive areas such as "live bottom" habitats throughout the route. In fact, more than 150 agencies and environmental groups were contacted and more than $7 million on environmental surveys and related work to ensure that its filing with the FERC was comprehensive and complete.
PCS SCOPE OF WORK
Project Consulting Services, Inc. (PCS) was selected to provide services for the feasibility study, FERC, MMS and State permitting, route selection and survey, detail design and project management for the offshore portion consisting of over 400 miles of 36-inch diameter pipeline.
