OVERALL PROJECT SCOPE
Seafarer is a 160 mile, 26-inch diameter gas pipeline. The pipeline originates at a re-gasification plant located at South Riding Point, Grand Bahama Island and transverses the Florida Straits for 118 miles to Riveria Beach, near Palm Beach, Florida. The pipeline continues on land an additional 42 miles where it ties into an existing gas pipeline and a power generation plant..
The pipeline descends rapidly from the origination point to 1,600 feet of water within 3 miles and reaches its greatest depth of 2,600 feet approximately 34 miles from Florida landfall. Currents in the Florida Straits exceed 4 knots, which challenges the leading international contractors' most technologically advanced pipelay vessels for this size pipeline in the water depths encountered.
PCS SCOPE OF WORK
Project Consulting Services, Inc. (PCS) leads a project management team and is performing the planning, engineering - including surveys, permitting, procurement, contracting, and project management to ensure gas deliveries beginning 2005. PCS has the responsibility for the marine pipeline installation portions and the shore approach interface with the land pipeline systems. This responsibility includes the design of the pipe characteristics, the installation methods, and pipe requirements for bottom stability.
The offshore pipeline route has been surveyed and a final route selected. The shore approach procedures, particularly in Florida, have been established. An open cut method of shore approach has been determined for the Bahamas end of the pipeline. Three (3) Horizontal Directional Drills have been determined to be the best approach to the shore approach in Florida.
PCS assisted with preparing the FERC application. Other applications and permits required include MMS, COE, and Florida regulatory bodies. Since this is an international project originating in the Bahamas, Bahamian permits will be required and are being prepared.
